How Telephone Service Works

Smart Communications provides outgoing telephone calling services to a number of correctional facilities and detention centers throughout the United States. Incarcerated individuals may place outgoing telephone calls from telephones located in or around their assigned housing locations. These telephone calls are billed in two ways:

1. Pre-Paid Collect (PPC)

PrePaid Collect (PPC) allows you to deposit funds on to your account which are tied to a specific telephone number, such as your cell phone number or home telephone number. When you have funds on a PPC account, ANY incarcerated individual may call you at that number. When the call is accepted, funds will be deducted from YOUR PPC account.

2. PIN Debit Account

A PIN Debit Account (PIN Account) belongs to a specific incarcerated individual, and that individual may use those funds to call ANY phone number that is approved by the facility (not just to your phone).

If you want to allow any incarcerated individual to call your phone, we recommend setting up a PrePaid Collect (PPC) account. If you simply want to deposit funds so that an incarcerated individual can call anyone (you, other friends, etc.) then we recommend depositing to a PIN Debit (PIN) account. Please note that some facilities may not allow one account type or the other so your deposit options may be limited depending on the correctional facility.

Creating an account is fast, simple, and completely free. We will ask you to choose a username and password to identify your account along with some basic contact information. We will send you an email or text message to verify and activate your account. There is no cost to create an account and search for incarcerated individuals to connect with.
